I'd guess that without the ECU plugged in you won't get any dash lights, nor will various relays be operative, so could explain why no power to the window. Try with the ECU connected

Check that the yoke that connects the two cables from the calipers to the cable from the handbrake lever hasn't seized and isn't applying force to the two cables equally ( under one of the plastic guards under the centre of the car )

When I repainted a set I just used silver wheel paint then brush painted the teardrops with dark grey metallic Smooth Hammerite - looked OK
