Even the Silver POR-15 has metal flakes in it. It's designed to fill shallow holes and still "retain some of the original strength due to the presence of metal" ( 
) but if someone wanted to, they could easily use it to fill a deep hole/rusted area that's almost rusted through and you'd never really know that it'd been bodged as the magnet would still hold...
