It's in the slip ring, which you don't touch when replacing the steering wheel.

As far as I understand, all Toyota steering wheels physically fit on the spline. Figuring out the horn is the question and I can't believe it's going to be a big issue.

Having been doing some reading I think the 235 / 40 is out of the question for a 9 inch rim. Why? Are you sure it's not a leak from the exhaust manifold or turbo gasket? A slightly loose manifold or a small blow on the gasket can cause a slightly whispy put-put sound.
