It's probably true but just to make sure

Just Bought a 3 half inch downpipe,will it make a louder induction noise

it will allow the turbo to spool quicker, thus increasing the noise yes.

Its not 'induction' per-se, but yes the car will be louder.. the exhaust should be more throaty and low sounding. Nice
