Flood control for new members

Maximum of 1 post every 60~120 seconds for new members until they've reached 50~100 posts or are officially 'approved' ?
Will stop cheese-related incidents occuring again.

and also how about Temp Moderators? to mainly deal with flooders
or people who are generally here to just cause trouble

Whilst I wholly admit, a lighthearted comment or thread in the proper place and time can lift spirits, bring a smile and raise humour, pointless threads, comments like the aformentioned "cheese" incidents just goes to show that there are people out there, who are for want of a better phrase are a trifle "gormless"

Such infantile thoughts pervade their tiny brains and they serve to inflict their churlish rantings on forums.
