Charcoal filter

Hi
I need some more help my 92 Rev 2 turbo has had it's charcoal filter removed (not by me) the 2 pipes on top of the throttle intake have been chopped and bolts stuck in the ends of the hoses I don't know why this has been done and what if anything has been fitted for someone to do this. Is this a mod if done in association with something else?.. Do I need to put this back? Any help will be well received

usually done just to declutter the engine bay.
no other real reason.

long at the hoses that feed in and out the canister (not your manifold ones) that live passenger side under the panel arnt blocked, itll be fine.
