Rear Bumper Retaining Bar

Advice please as I need to replace the metal retaining bar under the rear bumper. What non-rusting bolts do you suggest I use as the originals had the nuts welded on the bumper and long since rusted/broken off? Also how do I get inside the bumper to put the nuts on the inside?

Unfortunatley the rear bumper bar is solid, so to get inside you will have to cut it open weld in new retaining nuts and then weld it back up.

To remove the rear bumper bar there are some bolts under the car and some in the rear boot.
