Is it safe to run a car with a thermostat stuck open (so its running cold)?

yep, it just mean it take longer to warm up
if it struck close then it will over heat
if it struck close then it will over heat

Not really no. Running cold constantly will cause the ECU will over fuel constantly and the oil will not get up to temp.

your engine will not be cold
thermostat close during car startup
once it warm up it open to allow water to go radiator to cool down
(after that it usually remain open)
