I've just had to buy 2 new rear tyres 255/35/18 Eagle F1 Asymmetric's that have set me back £310, refund would ease the pain some. I'm worried on the paypal outcome

Taken from the Paypal website.
How do I open a dispute when I havent received my item or Ive received an item which is not as described?
You can open a dispute in the Resolution Centre of your PayPal account within 45 days of payment in the event that:
You dont receive the item
You receive an item but it is significantly different than the description on eBay
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. PayPal will review the claim and decide on reimbursement.
To file a dispute on a transaction sent through PayPal, follow these steps:
Log into your PayPal account at www.paypal.co.uk
Click on 'Resolution Centre' at the top of the page
You will have the option of:
Clicking the Dispute a Transaction button, or
Clicking the heading Report a Problem and then clicking the Report a Problem button
On the Report a Problem page choose Item dispute then click Continue
Click the 'Find transaction ID' button to display your transaction history
Find the transaction you wish to dispute and click the Transaction ID
Click 'Continue'
Choose the reason you are opening this dispute
Provide additional information then click Continue to open your dispute
Some points to note:
Generally buyers must wait at least seven days from the date of payment to escalate a dispute for an item not received
If you dont resolve or escalate a dispute within 20 days it will be closed. When this deadline is approaching, we will remind you by email
A closed dispute cannot be reopened or escalated to a PayPal claim
Only one dispute may be opened for each PayPal payment
How do I escalate a dispute if I am unable to resolve it with the other user?
You can escalate a dispute to a PayPal claim within 20 days from the date the dispute was opened. By escalating a dispute to a claim, you are choosing not to communicate any further with the other party and are asking PayPal to investigate the case and decide the outcome.
To escalate your dispute to a PayPal claim, follow these steps:
Log in to your PayPal account at www.paypal.co.uk
Click 'Resolution Centre' at the top of the page
Select 'Open cases' in the drop down menu and find the dispute you wish to escalate
Click 'View' in the Action column
Under More options click 'Escalate this dispute to a PayPal claim'
Complete the 'End Communication and Escalate to a Claim' form
Click the 'Escalate to a Claim' button
Note: Once the claim has been escalated you may be asked to provide additional information in the Resolution Centre.
Some points to note:
Generally buyers must wait at least seven days from the date of their payment to file a claim for an item not received
If you dont resolve or escalate a dispute within 20 days it will be closed. When this deadline is approaching, we will remind you by email
A closed dispute cannot be reopened or escalated to a PayPal claim
From the above it would appear that the first step is to open a dispute which Larry says he has done. If the dispute is not settled via direct communication between Larry and whoever he paid the money to he can take it to the next step and escalate it to a claim but that has to be done within 20 days of opening the dispute. If this does go all the way to a claim then no way will we get our money back this year
Larry, could you please let us know how you are getting on with this? Have you entered into discussions with the person you paid the money to and if so what is their response? Are they going to refund the money to you or does this look like it will turn into a claim?
I appreciate that you have advised us of opening a dispute and we all keep pestering you for update but from our point of view we have all coughed up a sizeable amount of money and I don't think it's asking too much for more frequent updates, if only for peace of mind and to show that you are making progress with this. At the moment you are only updating this thread once in a blue moon and we are all understandably concerned about it. Please update us on your current progress with this and keep us a little better informed.
Thanks

Good info there Moo...although as it says, a dispute must be opened within 45 days of payment. Did Larry not pay for these more than 45 days ago??
Seems we definitely won't get our money back this side of Christmas, and I'm quite worried as to if or not we'll ever get it back!

Hi guys,
Firstly - very sorry for the lack of updates, I do not get updates everyday from paypal.
I have put this forward to paypal now to let them decide the outcome of this which is see no problem that it will go in my favour as i have not recieved anything .
As i said to you all if paypal dont pay out then i myself will use my own savings and pay you all back, then i will claim the money back from paypal.
this is a last resort option as i myself would like my money back as i also bought some other sets.
at the moment i am awaiting to hear back from paypal this can take up to 22 days to hear back from them or till they choose if the case is in my favour.
any update i get i will let you all know.
thanks, Larry
