whats the best way of accessing it to fit a new one?

Buy 2 replacement horns, a high tone & a low tone. Now remove the headlight mechanisms, unplug the existing horns and extend the wiring to under the headlights where there's loads of room to fit the new horns.

Have you tried replacing the horn relay?

The horn on my car packed up, you could still hear the relay clicking under the bonnet whenever the horn was pressed so dismissed that as the problem. Spent ages trying to track down the problem then swapped the relay out with a mates car and it worked first time. ](*,)
