Assuming the rad cap and thermostat are sound, you don't have any airlocks and all the fans kick in when they should, the water pump would be the next thing to check.

Is the feed pipe on the rad getting warm/hot when the thermostat is open?

You can check the rad fans work by unplugging the sensor on the bottom of the rad, [drivers side, easily reached from underneath. no need to remove any panels]

Sounds like the coolant isn't circulating so yeah, water pump.

Check the belt hasn't snapped or come off, etc.

You're right, the water pump is on the timing belt, my mistake.

Check jiggler on stat for correct orientation, bleed as per the Big Green Book (and heater full on), get back.

But I'd guess you have a huge air lock.

Does the temperature run higher when driving on the motorway/high speed vs. driving around town/low speeds?

These cars use a metal radiator ( not aluminum and plastic like most new cars).....and the small channels inside are prone to clogging from deposits and need cleaning.

Considering its a 22 year old car, could possibly be a clogged up radiator. Just throwing an idea out there.
