[Mk2] [NA] starting problem -related to rough idle?

I've got a starting problem in my car which is a rev3,na and have
been unable to solve it.
It takes 5-6 cranks to start everytime and when it does so it overfuells. The idle is not stable i.e. it fluctuates a couple of millimetres upwards towards the 1000 rpm mark.
Alongwith this fluctuation the engine vibrates a bit.
I've changed the o2 snsr,fuel pump,cts,fuel filter,intake plenum gaskets,cheked injectors ,fpr,map snsr,ignition and cam timing and compression.
Can someone suggest what the problem could be?

it could be the cold start timer switch (not sure if rev 3's even have them though) mine failed on my rev 1 and gave the symptoms you have described, felt like it was going to cut out any minute (and often did) pricey new from toyota though!

The rev 3 doesnt have cst.

Idle control valve bunged up? It's on the underside of the throttlebody and takes an air feed from the intake pipe, between the air filter and the throttlebody.

I think i'll open the iacv rather than just spray the tb with cleaner. The idle actually oscillates ,to use the correct term.
