[Mk2] [Turbo] stuttering boost in 4th 5th

getting stuttering boost in 4th and 5th and it does not hold boost seems to drop off 1st to 3rd boost to 0.9bar fine what would cause this leaking bov?? i have a hks ssqv fitted

spark plugs ???

shot turbo ???

i am looking at fitting an mbc also but this problem is hindering that

Any fault codes?
Designer for turbo set ups on F1 cars, and Nitrous Oxide Systems of the USA in the 80s
