mr2 headlights: misty and discoloured yellow

mr2 headlights: misty and discoloured yellow

I'm looking at buying a 2003 mr2 roadster but noticed that the headlights are misty and the top third of them are discoloured yellow, is this a simple/cheap problem to solve?

Very common problem, you can get them looking better with some plastic polish and a lot of hard work.
