Well, if you suck the air and it's mounted under the intercooler, you will stall the airflow.
If you blow from underneath you'll reduce air flow at higher speeds.
I've got tbh, in the experimenting I did with intercooling years ago, I found a fan to be more of a hinderance than a benefit and removed it.

Agreed, i removed mine for exactly the same reason.

So for long runs, how do you avoid heat soak. Or is not worth worrying about on a road car.
Also what about all the tubbys that have dual mounted spal fans in the engine lid is this also wasted effort.

I'd say don't worry about it on a road car. It won't be an issue for the most part.
