If I rev the car, the revs still won't drop below 3000rpm

The only way I can bring the revs down is by slowing the engine through the gears and/or brakes

It's un-nerving as I approach an exit junction and the engine is pushing me along at 3000rpm whilst I'm braking

I don't know if it's because my MR2 is powered by LPG or just a common MR2 problem?
