If it was not on the car when sold by Toyota then assume unless otherwise stated it is not allowed.The 14 x 5.5 wheels on Neil's car are STANDARD, and are of the same type that were on the car when it was sold by Toyota.
IMHO not specifying that 14 x 5.5 wheels were allowed was an oversight by the series organisers, and the stipulation for STANDARD items should overrule this
