If they are rebuildable, there will be a big Nut at the top of the shock(where the two parts of the shock meet). You basically undo this and the insert comes out.

what are the implecations of having struts that are rebuildable? are benefits?

The benefits are that it's much cheaper to replace the inserts than buy complete shocks!

you can get KYB inserts for 50 quid or less each, if you want something a bit better then you can go for koni inserts for around 100 each..

Complete Shocks are a lot more expensive!

The benefits are as Paul R mentioned.

The down side is that, if the bodies of the struts are in any way distorted (from a major kerbing incident, or similar), then the alignment will be comprimised.
