Pushing the lever down definitely does something to the steering column as it no longer feels completely secure but it doesn't seem to be able to move closer
(or further).
I recently picked the car up as a spare parts MR2 and my daily doesn't have a lever there so was just curious.

Must be seized from lack of use cause it wasn't going anywhere when I just tried!

The car with it fitted is a JDM NA, whereas my JDM Turbo doesn't have it

thats for in and out, the other up and down.
In and out was on my Rev 2 Turbo, not on Rev 3

Was an option I believe, I've seen imports of various revisions with and without it.

Basically newer revisions got shafted as they took it out after rev 2, Most imports i see are rev 3 upwards hence why it seems so rare

Drop the lever down and give it a good tug towards you then push it back in to get it moving again, it is telescopic as everyone has already said above, and as you already know the other is tilt.
My GT spec Turbo has it, it is a nice feature to have both so you can get your driving position perfect.

If my car has one of these I never noticed.
Weird.
