As per title just wondering what the lever below the tilt lever in the following picture is for?

Doesn't that allow you to pull the steering wheel closer etc?

Pushing the lever down definitely does something to the steering column as it no longer feels completely secure but it doesn't seem to be able to move closer (or further).
I recently picked the car up as a spare parts MR2 and my daily doesn't have a lever there so was just curious.

Yes it is so you can move the steering wheel forward and back. quite rare.

Must be seized from lack of use cause it wasn't going anywhere when I just tried!

not rare as i think all turbo and imports came with them. Just moves steering forward and back.

The car with it fitted is a JDM NA, whereas my JDM Turbo doesn't have it

thats for in and out, the other up and down.
In and out was on my Rev 2 Turbo, not on Rev 3

Was an option I believe, I've seen imports of various revisions with and without it.

One does up down the other does in and out ... great for finding that perfect steering wheel position

Basically newer revisions got shafted as they took it out after rev 2, Most imports i see are rev 3 upwards hence why it seems so rare

You quite often get a sinking feeling when you are at work and really feel down in the depths sometimes?

Drop the lever down and give it a good tug towards you then push it back in to get it moving again, it is telescopic as everyone has already said above, and as you already know the other is tilt. My GT spec Turbo has it, it is a nice feature to have both so you can get your driving position perfect.

I've always found actually being down in the depths and feeling down very much go hand in hand

ha fair to say! not so bad when you're on the surface every other day and in a hotel every other week....
