Mystery pipe?

Hi guys, been searching the forum and google for an hour and can't find an answer to my query.
So, its the pipe that plugs into the standard MK2 air box pipe, near the throttle body end. See below pic:

So, my question - What is it? Is it a vacuum pipe, or a breather? Does it suck, or blow? :shock:

Basically, i have a new metal pipe induction kit to fit, and if i can get away with not having to drill and fit this, that would be great. If i can just buy a small crankcase style breather filter, i'll do that, but if its a vacuum pipe, a filter of that size may be restrictive and cause issues for idle, or indeed running.

So, who's knowledgeable & knows the best solution?

its for idle speed control valve

Thank you buddy, i think that means id need a mini filter on it thats completely non restrictive, as it wouldnt suffer any resistance when pulling air from the normal air pipe.
