My money is on the pump had it or not up to the job in the first place.

19mm ID is what's generally used on the charger cooler conversions. Bigger is "better" but obviously loads the pump more as it's pumping a greater mass of coolant.

Great, 25mm is right but that should be ID.

That small change going up to 25mm ID could well give you a 25% increase in water flow depending on where the pump is on its curve.

To make the heat exchangers work well they need “turbulent flow” in the cores. That is when the water is going so fast the water touching the core itself is held back by the friction. This makes the water tumble, so the water in the middle that would pick up no heat if it was laminar flow gets moved to the core sides and picks up heat.
