I was getting this as well on my Aftermarket Arena horn and for me it was a dodgy wire. Replaced it and works fine now.

Wow, this post is nearly a year old
Anyway, I just disconnected all the wires from the Arena horn control unit, noticed one wire looked dodgy and one wire had about 1 meter worth wrapped up so cut the long one down and re wired the dodgy one.
Oh and I noticed the earth wire where it was bolted to the chassis was a rubbish earth point so bolted the earth wire direct to the battery so check your earth wire as well

I guess that's why you never posted back at the time with the fix

There's a guide at http://osmanu.com/mr2/bumperremoval/index.html
You can use the horns off anything, just nip down a scrappy. I see no discernable difference between the horns on my car and the horn on my old fiesta. You just give them +12v and they make noise.
I would say you could get it all done in 5hrs on your first go It's not very difficult.

Maybe but he says all his bolts have sheared on the bumper which might be a bit of a pain

ISTR they all screw *into* the bumper, so if they've sheared it'll just fall off, no?

nope stuck fast
So I give up for now.. and hopefully it doesnt come off whilst driving :S
Will need to look into drilling and tapping new bolts.... but simply no time right now
