This has been answered many times before, but they don't make boost until load is placed on the engine. i.e 2nd gear up to 5th. Get the shaft seals gaz, they're a pain in the ar$e and always leak once disturbed. Had to do mine after a certain someone didn't order them when I had my clutch changed (It wasn't me!!) Seals were replaced last year, don't think they cost too much though. Wish I had the money for a turbo conversio...

As Red said, that guide is based on the UK model which only uses a single element bulb in the inner pair as a fog light.
