It's just a breather. Keep it plugged in or your engine may run lean.
It's normal for this to be oily. If it won't push in and stay in then you may need a new rubber seal.
Incidentally, with rev1/2 engines, pulling this for the mot dill result in very low co2 readings.

yes, cut, or remove it properly. it serves no purpose for you.
If the air con is not activated then it will not be creating any drag on the system, so no you wont lose any of horses or fuel.

The tube to the right of the oil cap will make that noise if removed/ damaged. Check that out. It appears ok but check the other end.
