Rear caliper siezed on maybe? Check if the car will move back and forth by pushing it with the bandbrake off. If it's solid, chances are its siezed. Jack the car up, wheel off, remove caliper, wind piston back and forth until it's moving freely again. You'll really need to consider a rebuild-kit tho...

Get them up on the ramps side by side and you'll see pretty quickly.
Asides that, yeah, stricter MOTs mean better condition really. And better spec too.
