The internal solenoid contacts are probably worn, replacements can be bought from Toyota quite cheaply. 10 minute job to replace them once the starter motor is off the car.

It's probably worn copper contacts in the starter motor solenoid. Easy to replace once you've got the starter motor out.

I has the same symptoms on a '94 Corolla. Was around £16 for replacement contacts from Toyota.
