correct, in the engine bay fuse box, any of the black/red wires is a switched ignition source. Just make sure you use a fuse. There is a constant power source there as well under a red rubber cover.

I had this problem a few years ago, seems the rear right ABS sensor was stuffed. Try and get a replacement, just beware they are a willy to remove from the hub, with the age of our cars they will most likely have fused into position. Soak it in WD40 or some other penetrator for a few days if need be...

try removing the dump pipe, crappy job but easier than the whole turbo. Then you will be able to see if it is not fully closed or if there is an obstruction.
